Tuticorin container throughput up 5%
The container traffic handling of the 10th major port in India, V O Chidambaranar Port at Tuticorin, has posted a growth of 5.07 per cent as against the container traffic handled during the corresponding period of previous fiscal, Business Standard reports.
In the current fiscal, the Port has handled container traffic of 350,580 TEUs, till date, compared to the 333,677 TEUs handled during last financial year, according to an announcement by A Subbiah, chairman, V O Chidambaranar Port Trust.
“The Port has crossed the 350,000 TEUs mark 13 days ahead of the least year’s performance,” said the announcement.
The chairman expressed hope that the Port shall meet the target of 468,000 TEUs set by the ministry as per the growth trend, for the present fiscal.
The Request For Proposal (RFP) documents of the intending bidders would be opened on receipt of government’s clearance, it added.

India plans state-owned port investment company
India plans to set up a state-owned company capitalized at $557 million to invest in overseas ports and terminals to help boost international trade, the Journal of Commerce reported.
Indian Ports' Global will be established within a month, using funds collected from federal government-run ports, according to Bloomberg news, which cited two people familiar with the plan who declined to be identified before an official announcement. The new company will also sell bonds, they said, without specifying an amount.
The company, which is modeled on Singapore’s PSA International and Dubai’s DP World could help Indian shipping lines win a greater share of international trade by giving them easier access to overseas facilities, the people said.
State-controlled Shipping Corp. of India, the nation’s largest shipping line, also plans to buy as many as 110 vessels during this decade to benefit from rising global trade.
“It will no doubt help India increase its influence,” said Anand Sharma, director of Mumbai-based Mantrana Maritime Advisory, which provides consulting to shipping lines and port operators. “The world is moving toward cross-border acquisitions to ease logistics bottlenecks.”
The Ministry of Shipping’s New Delhi-based spokesman Manoj Gupta declined to comment.
India is also planning to form Maritime Finance Corp., which will sell 50 billion rupees of tax-free bonds in the year ending in March to help pay for projects in ports run by the federal government, the shipping ministry said in March.
About 90 percent of India’s international trade by volume is transported by sea, according to the ministry. Asia’s third- largest economy aims to more than double its merchandise exports in three years to March 2014 from $246 billion last year, according to the Department of Commerce.

PSA-Sical free to quit Tuticorin port - ministry
The Shipping Ministry has told PSA-Sical — the container terminal operator in Tuticorin port — that it is free to exit the terminal operations if it is unable to make profits by following the terms of the 1998 contract, reported The Hindu.
PSA-Sical has been arguing that its operations will not be feasible if the tariffs at the terminal were to be lowered, given the royalty level and cost of operations it incurs.
PSA Sical has resisted attempts of the ports regulator, Tariff Authority of Major Ports (TAMP), to lower tariff at its terminal. The TAMP called for lowering of tariffs by 15 per cent in 2002; 50 per cent in 2006 and 34 per cent in 2008. All these decisions have been legally challenged by PSA-Sical and till date, it continues to charge tariffs as agreed upon at 1999 levels.
The operator, which had entered into the contract with Tuticorin Port in 1998, had requested the ministry to allow it to migrate to the revenue share format. PSA-Sical had agreed to build, operate and maintain the seventh berth of Tuticorin port for 30 years. For this right, it agreed to pay a certain royalty amount according to the contract. The royalty amount per TEU increases every year.
PSA-Sical has sent many proposals to TAMP seeking increase in tariffs during the period. This was opposed to by the users in TAMP.
The Tuticorin Port Trust and users of PSA-Sical container terminal have stated to TAMP, “Recognising the huge profits reported as per the financial records of PSA SICAL, the proposal may be rejected. The terminal operator has quoted very high royalty in the tender and is now trying to include such royalty as a part of the cost of operation. The terminal operator should not look upon the trade and enhance the rates for the purpose of payment of royalty.”
The initial tariff fixing formula, when the contract was signed, the guidelines allowed royalty payout to be treated as a pass-through cost.
However, the revised guidelines of 2003 disallowed treatment of royalty as a pass-through cost while determining tariff ceiling for terminal users. This step was taken to prevent terminal operators from increasing user charges for ports.
A top Shipping Ministry official said: “Terminal operators who entered into contracts with Port Trusts on the fixed-royalty payout formula, want to shift to the newer contracts based on revenue share. We have told them it is not possible for us to rework the contract terms.”
In case PSA-Sical exits, the ministry will invite bids again to operate the terminal. “The new bids will be as per the new contract norms. The present operator is free to bid again to operate the terminal,” said the ministry source.

India's Govt to award 22 port projects in FY’12
To enhance capacities of major ports, the ministry of shipping is aiming to award 22 projects worth Rs 13,600 crore under the public-private partnership mode in 2011-2012.
However, of the total projects only 8 are new while the rest are being carried forward from last year as they could not be awarded within the target date of March 31, 2011.
The new projects include one at Kolkata, two at Vishakhapatnam, one at Mormugao, three at Kandla and one at Tuticorin. In Kolkata, the government plans to bid out the construction of an outer terminal upstream of oil jetty with an investment of Rs 290 crore. Projects at Vishakhapatnam include installation of mechanised handling facility for fertilisers in the inner harbour with an investment of Rs 217.58 crore and an installation of mechanised iron ore handling facilities at an estimated cost of Rs 275 crore.
Development of mechanised coal import terminal at Mormugao will come at a cost of Rs 425 crore. Three new projects at Kandla include development of dry bulk terminal with an investment of Rs 1,060 crore, upgradation of barge handling facilities at Bunder Basin at Rs 85 crore and mechanisation of cargo berth numbers 7 and 8 with an investment of Rs 80 crore. There is also a plan to develop a new cargo berth at Tuticorin port.

India ports container traffic up 9.5 percent to 7.54 million TEUs in fiscal year 2010-11
The volume of containers handled by major ports in India surged 9.5 percent year-over-year in fiscal 2010-11, the Indian Ports Association said in a statement Friday, Journal of Commerce reports.
Total container traffic through the 13 state-owned ports was estimated at 7.54 million 20-foot equivalent units, compared with 6.89 million TEUs the previous year.
The tonnage of box volume climbed 12.6 percent to 114 million tons from 101 million tons.
Jawaharlal Nehru (Nhava Sheva), which handles more than 60 percent of the country’s total containerized traffic, reported its highest-ever throughput of 4.27 million TEUs, up 5 percent from 4.06 million TEUs in 2009-10.
Volume at Chennai, the second-largest container gateway, jumped 26 percent to 1.52 million TEUs from 1.21 million TEUs.
Other smaller container ports also posted modest gains in traffic on a year-on-year basis.
According to the IPA, overall tonnage at major ports grew 1.5 percent in 2010-11 to 570 million tons from 561 million tons but fell short of the Shipping Ministry’s target of 600 million tons.
Kandla was the top cargo handler with throughput of 82 million tons.
Based on a recent assessment by the Shipping Ministry, major ports are expected to handle 615 million tons of cargo in fiscal 2011-12, which began April 1, 2011. Total containerized traffic for 2011-12 is projected to reach 11 million TEUs, driven by a strong turnaround in the country’s foreign trade.

Tuticorin port handles record pinewood cargo
A new record in handling of pinewoods has been created by the V.O. Chidambaranar Port Trust, Tuticorin, by discharging 11,971 pieces (6,532 tonnes) of pinewood on a single day recently. India's National Newspaper Hindu said.
The logs were unloaded from m.v. Alam Senang at Berth number 8 on March 15. The previous record was 6,002 tonnes unloaded from the vessel m.v. Parinda Naree on November 12, 2009. The new record was achieved during the celebration of Productivity Week by the port. Four powerful grabs were used for discharge from the vessel supported by six high-power Volvo Front End Loaders on shore. The port provided adequate storage space to facilitate the new record.
The handling agents of the vessels are St. John Freight System, a leading stevedore, and the cargo was imported from New Zealand. Port trust Chairman A. Subbiah thanked all the stakeholders and the officers and the staff for making the achievement possible.
