ITF targets China and UAE ships
Shipping companies from China and the UAE are set to be the focus of International Transport Workers Federation (ITF) action in India this week, Seatrade Asia online reports. From 5 - 9 December ITF inspectors will target ships calling at the ports of Mumbai, Kandla, New Mangalore, Paradip, Visakhapatnam, Kolkata and Haldia during the action.
“Our focus will include UAE and Chinese shipping companies, several of whom are accused of denying seafarers basic working rights, often on sub-standard vessels with low salaries and fewer amenities,” said Mahendra Sharma, ITF Asia/Pacific regional secretary.
“We will also be targeting those German and Greek owned vessels that find ways to avoid signing ITF agreements on their vessels. Unions at Kandla and New Mangalore will also be paying particular attention to STX vessels, in relation to the dispute involving the Longview dockers,” Sharma said.

Leighton completes 70% of Vishakhapatnam port expansion in India
Leighton Welspun Contractors has upgraded 70% of the Vishakhapatnam port project in India, which involves strengthening existing berth and extending it by 21m towards the sea, Ship-Technology reports.
The project also includes construction of the conveyor gallery foundations, conducting stockyard soil improvement, providing stacker / reclaimer foundations, constructing administration and operation ofterminals.
Leighton started work on the project in November 2010 and is expected to complete the project in October next year, reports constructionweekonline.in.
The Visakhapatnam Port Trust (VPT) is also carrying out a project to mechanise the coal handling facilities and upgrade general cargo berth in the outer harbour of Visakhapatnam port, which will accommodate 200,000dwt vessels.
The project includes planning, engineering, designing, financing, construction, development, operation and maintenance of the general cargo berth.
It also involves civil, mechanical and electrical works for installation of a coal unloading system, which will unload 70,000t a day through three ship unloaders.

Haldia, Vishakhapatnam ports agree to share info on ore exports
Coming under intense pressure from the Orissa government, the port authorities of Haldia and Vishakhapatnam have decided to share complete information on mineral ore exported from their ports from November 1 this year, Business-Standard reports.
These ports would furnish information to the state once in a fortnight beginning November 1 on the number of trucks arriving at the ports, the quantity of mineral loaded, the quantum of ore exported and names of transporters.
“Except the Paradip Port, none of the other ports were sharing information on ore exports. We had asked the authorities of different ports to come for on Tuesday's meeting. The authorities of Haldia and Vishakhapatnam have agreed to share information on ore exports once in every 15 days from November 1. The state government, in turn, will verify whether the ore transporters are having a valid permit or not as we have got some allegations of minerals being illegally transported from the state. The authorities of Gangavaram and Kakinada ports did not attend the meeting,” said the state Chief Secretary B K Patnaik.
G J Rao, chairman of Paradip Port Trust (PPT) said, “We are already providing information to the Orissa government on ore exports and will continue to do so in the future.”
Peeved over the irregularity in submission of information on ore exports by some of the ports, the Orissa government had recently sought the intervention of the Centre to ensure that the details of ores received at different ports are supplied to the state director of mines.
The state Chief Secretary B K Patnaik had shot off a letter to the Union Cabinet Secretary Ajit Kumar Seth on October 21 in this connection.
“It is seen that almost all the ports excepting Paradip Port located in the state, are not furnishing the information regularly on the receipt of minerals through road and rail for export purpose to enable the state government to verify whether the minerals have been received against valid permit. The Ministry of shipping may be advised to ensure that the details of ore received at different ports are supplied to the Director of Mines, Orissa to co-relate with the quantity for which royalty payment has been made by the lessees,” Patnaik said in his letter to the Cabinet secretary.

K Line starts new Thailand-East India service
K Line has enhanced its East India service following the launch of a new service on Wednesday, Seatrade Asia online reports.The new Thailand-East India Express (TCX) service started from Laem Chabang as a slot operator.
The port rotation is Laem Chabang, Singapore, Port Klang, Chennai, Visakhapatnam, Port Klang, Singapore, and back to Laem Chabang.
“With this new direct service, the transit time from Laem Chabang to Chennai will reduce to eight days,” K Line said.
K Line presently operates another weekly service INDFEX-2 calling at Busan, Shanghai, Hong Kong, Shekou, Singapore and East India.

Vedanta Visakhapatnam port project to be ready by Q4
The INR 675 crore mechanized coal handling facility of Vedanta Resources Plc at Visakhapatnam port in Andhra Pradesh is all set to go on stream by the fourth quarter of 2011-12. The project will be implemented under the company's flagship firm Sterlite Industries, along with an Australian partner, Steelguru reports.

The company was the successful bidder for mechanization of the coal handling facility at the outer harbor of Visakhapatnam port on the east coast of India. This is based on public private partnership model.

The company has a 74% equity interest in Vizag General Cargo Berth Pvt Limited a special purpose vehicle formed as a joint venture between the company and Australia-based Leighton Contractors India (Private) Ltd.

According to the company's annual report, the initial capacity of the upgraded berth will be 10.2 million tonnes per annum and can be upgraded to 12.5 million tonnes per annum.

VGCB entered into a concessionaire agreement on October 8th 2010, with Visakhapatnam Port Trust for mechanization of the coal handling facilities and upgradation of the general cargo berth on a build operate transfer basis for 30 years commencing on the date of award of concession. The expected cost of the project is INR 675 crore and construction of the berth is expected to be completed by mid 2012.

Shipping Corp of India share sale covered 2.3 times on third day

Indian state-run Shipping Corp of India's (SCI.BO) up to $259 million follow-on share sale, one of several offerings by the federal government in this fiscal year to March, got subscribed 2.32 times on Thursday.
The firm, which is selling 84.69 million shares, received bids for 196.88 million shares on the Bombay Stock Exchange and National Stock Exchange, data from the exchanges showed.
The follow on issue, with a price band of 135-140 rupees a share, opened on Nov. 30 and closed on Thursday for qualified institutional buyers. It closes on Friday for all other bidders.
The institutional investors bid for 4.19 times the shares reserved for them, while retail individual investors applied for 0.56 times shares on offer.
The government is selling a 10 percent stake in the shipping services firm and the company is issuing another 10 percent of fresh equity.
On Wednesday, Manganese Ore India Ltd's (MOIL) up to $276 million initial public offering was 56 times subscribed on its final day.
In October, Coal India's record $3.4 billion initial public offering was about 15 times subscribed, while Power Grid Corp (PGRD.BO) $1.7 billion share sale was nearly 15 times covered.
The government plans to raise $8.6 billion through stake sales in the fiscal year that ends in March 2011.
Shipping Corp plans to use the proceeds from the share sale to fund acquisition of nine vessels, of which it will place orders for two very large crude carriers and three containers soon.
