Lung Teh Shipbuilding delivers six patrol vessels to MPA Singapore
The Maritime and Port Authority of Singapore (MPA) unveiled its brand new fleet of six patrol craft to further enhance safety in Singapore’s port waters. The six craft were built by Lung Teh Shipbuilding and are owned and operated by Tian San Shipping for MPA’s exclusive use during the five year contract, World Maritime news reports.

The Port Inspectors are supported by a fleet of MPA patrol craft and the launch of the new fleet of six patrol craft with enhanced features and functionalities will help the Port Inspectors carry out their duties more efficiently and effectively.

In line with MPA’s commitment to cleaner shipping and the protection of the marine environment, the new patrol craft are fitted with low-emission engines and a streamlined hull design that is coated with environmentally friendly marine paints. The new patrol craft are also capable of reaching a top speed of 20 knots with reduced energy consumption. A user-friendly navigation system that integrates electronic sea charts, radar information, Differential Global Positioning System, vessel identification markers and echo sounders into a single display are installed onboard the craft to allow the Port Inspectors to assess the sea situation at one glance.

Commissioned at a total cost of S$19 million (approx USD 15.2 million) for a five year contract, the six new craft were designed and constructed specifically to suit MPA’s needs. The innovative hull design allows the craft to manoeuvre safely through the channels in Singapore’s waters.

In addition to featuring technical improvements to enhance operational performance, the new patrol craft also includes features to enhance the comfort level of the ship crew and Port Inspectors, who stay long hours at sea. Some of these features include the installation of specially formulated polyurethane polymers layered with isolation materials to reduce the level of noise in the wheelhouse and ergonomic chairs. At the inauguration ceremony held at Marina South Pier, MPA’s new patrol craft put on an impressive showcase of their oil spill response and emergency response capabilities.

Speaking at the inauguration ceremony, MPA Chief Executive, Mr Lam Yi Young said, “I am confident that with our new patrol craft, we will be well placed to ensure safety of navigation and protection of the marine environment in our port waters, even as the Port of Singapore continues to grow as a premier global hub port.”

Fuel-oil cargoes to Singapore poised to decline next month
Fuel-oil cargoes to Singapore from outside Asia may fall to 2.165 million metric tons next month, or 14.5 million barrels, according to vessel-charter data compiled by Bloomberg.

At least eight Very Large Crude Carriers, booked to collect the fuel from ports in Europe, the Caribbean and the U.S., may arrive in Singapore in March, according to Poten & Partners Inc., a broker in New York. That compares with 3.555 million tons set to arrive this month and 3.265 million tons in January.

Two VLCCs have so far been booked to carry 545,000 tons of the shipping and power-station fuel to Singapore in April, according to the data. Singapore is Asia’s oil hub and the region’s largest port for fuel-oil cargoes.

The following is a summary of all VLCCs reported as booked to carry fuel oil to Singapore. Cargo sizes are in thousands of tons. Arrival time is calculated based on information on the e- ships.net website and assuming a total of four days for loading and unloading at ports.

FPSO OSX-1 starts OGX’s first oil production
On January 31th 2012, at 18h39m50s, the FPSO OSX-1 successfully initiated the production of first oil for its anchor client OGX, the Brazilian EBX Group oil and gas company responsible for the largest private-sector exploratory campaign in Brazil.

The FPSO OSX-1 is in charge of carrying out the Extended Well Test on the Waimea accumulation, in the Campos Basin, through well OGX-26HP, located 80km off the coast, at a water depth of 130 meters.

The FPSO OSX-1 is the first floating, production, storage and offloading unit to integrate the OSX fleet. OSX-1 was built in Korea and customized in Singapore, at Keppel’s shipyard. It is 271,75 meters long, and has the capacity to store up to 900 thousand barrels of oil. The FPSO OSX-1 has been leased to OGX for a period of 20 years, and is operated by OSX through its subsidiary OSX Serviços Operacionais Ltda.

During the coming weeks, OGX’s production team will test different flow rate levels, aiming at gradually reaching a stable production level of roughly 15 thousand barrels per day.

MPA invests S$19mln to boost marine security
The Maritime and Port Authority of Singapore (MPA) has invested S$19 million to boost marine security, Channelnewsasia reports. It goes towards a five-year contract for the use of six new patrol boats. The boats are being chartered from Tian San Shipping for the duration of the contract.

The boats will help enforce maritime regulations, enhance environment protection and respond to incidents like oil spills.

MPA deputy port master Jolyn Tay said: "The new fleet is equipped with anti-pollution and fire-fighting equipment which is not included in the old fleet of patrol craft.

"This will enable us to have a faster initial response, because previously, we would have to cordon off the area and have another craft to initiate the first response."

MPA chief executive Lam Yi Young said: "The port of Singapore has grown into a global hub port with vessel arrival tonnage hitting a new record of 2.12 billion gross tonnes last year.

"With some 1,000 vessels in our port at any one time, ensuring the safety and security of our port waters is of utmost importance."

The boats are eco-friendly with low-emission engines.

Singapore's Neptune Orient Lines (NOL), the world's sixth largest container shipping firm, said on Monday average revenue per container fell 14 percent in the six weeks to Dec 30 due to lower rates in major trade lanes, Reuters reports. NOL said the average revenue fell to $2,265 per forty-foot equivalent unit (FEU) during the period, down from $2,647 a year earlier.
The Singapore firm carried 357,909 FEU during that period, up 6 percent from a year ago.
