SC Senate approves covering federal share for dredging at Port of Charleston
CBS News reports that The state Senate have given approval to a bill allowing South Carolina to borrow US$120 million to deepen the Charleston harbour if the federal government doesn't pay its share, but a Republican senator continues to block the vote needed to send it to the House.
The Senate voted 40-3 to approve a bill authorizing the state to issue bonds if necessary to cover the federal share of the expected US$300 million dredging project.
The House's proposed budget for 2012-13 already sets aside US$180 million to fund South Carolina's share, and that's expected to stay in the Senate version.
Senators said it's about assuring businesses that South Carolina will be able to accommodate the super-size ships expected regularly on the East Coast in 2014 after the widening of the Panama Canal, so the state's economic engine doesn't further lose business to its fiercest competitor in Savannah, Georgia.
"It's my hope that we'll be able to send a very loud and strong message around the world that South Carolina is the place to be. We are committed to our port and we will follow through," said Senator Larry Grooms, R-Bonneau.
The vote came after Senator Kevin Bryant removed his objection. In the Senate, a single senator can block a bill.
Bryant agrees the project is essential but doesn't want the state to borrow money to fund it. He said he agreed to allow a so-called "second reading" to give the bill a chance to make it to the House before the May 1 crossover deadline.
But he continues to hold up the additional required vote unless Senate leaders agree to pay down a corresponding amount of state debt elsewhere over several years, such as unemployment benefits and retirees' health insurance.

Port Charleston container traffic rises 12 percent in March
Charleston handled 134,857 20-foot equivalent units in March, up 12 percent from the same month last year and up 13 percent from February, the Journal of Commerce reported.
For the fiscal year to date (July through March), TEU volume is up just over 2 percent in Charleston, while container volume for the quarter (January through March) increased 7 percent from the same quarter last year. The growth was driven by several factors, including a new Europe service by APL.
At the same time, the port handled 111,236 pier tons of non-containerized freight in March, up 53 percent from the same month last year.
BMW export vehicles and other roll-on/roll-off cargo handled at Charleston’s Columbus Street Terminal recorded their best month since March 2008. The SCPA completed last year a $23-million improvement project at that terminal to support the growth of non-containerized cargo.
In the Port of Georgetown, pier tons were up 37 percent, with 34,119 tons handled across the docks. Petroleum coke and bulk cement continue to be the largest commodities handled at the port.

The U.S. Army Corps of Engineers began taking public comment Monday on a multiyear study of a $300 million project to deepen the Charleston Harbor shipping channel to 50 feet so Charleston can handle the larger containerships that will routinely be calling after the Panama Canal is widened, Associated Press reports.
About 100 people turned out for what is called a scoping meeting on what a feasibility study of the project should include. They strolled through a hall at The Citadel where corps workers discussed the project and had displays on the economic, environmental and economic considerations.
“Deepening the Charleston Harbor is our most important strategic priority,” said Jim Newsome, the president and CEO of the South Carolina State Ports Authority, adding that the state finds itself in competition with other ports for limited federal funds for such projects. “Everyone wants their harbor deepened but not everyone will get their harbor deepened.”
Newsome said during an earlier news conference with business leaders and Mayor Joseph P. Riley Jr. that Charleston provides the most economical chance for the nation to create a Southeastern port that will handle the next generation of larger container ships already calling as the Panama Canal is widened. He said that Charleston’s project is half the price of a $600 million plan by Georgia to deepen the Savannah River shipping channel to serve the port in Savannah, which is in intense competition with Charleston.
Newsome said it’s key for Charleston to be included on the corps’ work plan for 2012 and then get on the president’s budget on an ongoing basis.
Riley, a Democrat, says he has spoken to President Barack Obama about that.
“My comments to the president have been to reinforce the benefits of deepening the harbor,” the mayor said.
Some South Carolina lawmakers are upset the state’s environmental agency approved a water quality permit for the Savannah River deepening and several groups are appealing the permit through the state’s administrative law court.
Corps spokeswoman Glenn Jefferies said Tuesday’s meeting was the first chance the public has to comment on the Charleston project, although the agency has been taking comment from state and federal agencies for several months.
“We are at the very beginning of the feasibility process,” said Lt. Col. Ed Chamberlayne, the Charleston district engineer for the corps. He said the entire project could likely be finished about 2024, He noted the corps has been maintaining navigation in the harbor since 1851.
The comment period ends Feb. 10, after which the corps will do a feasibility study and a draft environmental impact statement.

He said the port is enhancing its facilities, building inland infrastructure and boosting non-container business. The port also expects to gain traffic through the construction of two nearby plants.
Continental Tire last month announced its plans to build a new $500 million plant, which will employ 1,700 people. And Bridgestone broke ground this month on a $1.2 billion, 1.5 million-square-foot plant, which will create 850 jobs.

The US South Carolina State Ports Authority said container shipping volume at the Port of Charleston grew by 17.6 percent year-on-year to 125,032 TEUs in September, reported ADPnews.
The container throughput showed an 8.9 percent rise in monthly terms.
In the first quarter of fiscal 2011/12, started July 1, the container traffic totalled 353,368 TEUs, which is the port's strongest quarterly figure since October-December 2008, the authority stated.
The authority also said that non-container cargo is growing at the port as the US$23 million investment for the expansion of the Columbus Street terminal is near completion. It handled 234,232 tonnes of breakbulk and bulk cargo in July-September 2011, up from 130,226 tonnes a year earlier.
At the the Port of Georgetown, shipping volume grew to 43,419 tonnes in September 2011 from 8,596 tonnes in the same month of 2010. In July-September 2011, the volume surged to 112,701 tonnes from 23,537 in the same trimester of 2010.

In the seven months from March through September, the Columbus Street Terminal’s non-container cargo totaled 362,952 tons, a six-fold increase from 52,781 tons last year.
The Columbus Street Terminal’s vehicle count for the seven-month period totaled 112,161 autos, a 90 percent increase from the 58,856 autos that moved through the terminal during the same period in 2010.
Driven largely by the growth at Columbus Street, total breakbulk tonnage in the Port of Charleston increased nearly 80 percent in the first quarter of the fiscal year, ended Sept. 30. The SCPA handled 234,232 pier tons of breakbulk and bulk cargo at its terminals in Charleston from July to September, up from 130,226 tons in the same period in 2010.
In the calendar year through September, breakbulk tonnage was up 39 percent, with 609,674 tons handled in 2011 and 438,344 tons in 2010.
