Atomflot’s icebreaker commences escort of Primorsk-bound tankers

The nuclear-powered icebreaker ‘50 Years of Victory", which has just arrived in the Russian section of the Gulf of Finland starts providing ice-breaking assistance to oil tankers sailing to / from the port of Primorsk, the Authority of Big Port St. Petersburg said.


The nuclear-powered icebreaker owned by Atomflot was time-chartered by Rosmoport for 100 days to beef up a fleet of diesel-powered icebreakers ensuring safe navigation in the ice covered Gulf.

Nuclear icebreaker 50 Years of Victory enters the Gulf of Finland

The nuclear-powered icebreaker "50 Years of Victory" has reached the Gulf of Finland. According to satellite navigation, the vessel is sailing at a speed of 10 knots.


Under the 100-day charter agreement between Atomflot and Rosmorport, the 50 Years of Victory will join diesel-powered icebreakers in the Russian part of the Gulf of Finland to escort oil-laden tankers convoys to / from the port of Primorsk.

State pilot organizations should be granted equal access to the ports of Primorsk and Prigorodnoye, a Transport Ministry official told Russian Conference of Pilots opened today in Moscow.

According to Deputy Director of State Policy for Maritime and River Transport of the Ministry of Transport Vitaly Klyuev, private pilots have long insisted on market approach to pilotage service but obstruct access to the profitable oil ports of their rivals - Rosmorport’s pilots.

Actually, the Ministry of Transport considers it unacceptable to apply market principles in the field of pilotage services as it affects the safety of navigation at the ports. However, until the final decision on creation of a single pilot service (proposed by the Ministry) is made, private and state pilot organizations providing the service within Russian seaports should have equal access to the market, including that of profitable oil ports, currently monopolized by private entities.

Previously, Deputy Transport Minister Viktor Olersky had said: "I am for the competition, but not in this kind of activity… No one would dare to create private air traffic controllers firms at the airports! Accordingly, in those areas that require enhanced security, the situation should be controlled by the state!"

Shell wins Rosneft tender to load ex-Primorsk-trade
Royal Dutch Shell won six crude cargoes on offer at Russian state oil company Rosneft's February spot tender for the 100,000 tonne parcels to be loaded at the Baltic port of Primorsk, trade sources said on Tuesday, Reuters reports. BP won one 100,000-tonne cargo to be loaded on Feb. 17-18, while Shell's parcels are due to be loaded on Feb. 11-12, 12-13, 14-15, 15-16, 19-20 and 21-22.

The price was not disclosed, but a trader said the cargoes could be sold with a premium of 30-40 cents to dated BFOE.

Urals has been traded at a premium to dated Brent due to concerns over a possible cutoff of Iranian crude, strong refining margins, and a fall in its export volumes in February.

Russian crude exports via Primorsk down 2% to 29,17m tons
Russian crude oil exports through the port of Primorsk shrank in five recent months by 2% compared with the same period last year, to 29,17 million tons, the Port Authority statistics said.

In May, the exports volume fell by 1% to 6,33 million tons.

Primorsky Trade Port (PTP) is Russia’s premier port in the country’s North-West region for exports of oil and petroleum products. The Primorsk Oil Terminal is the terminus of the Baltic Pipeline System (BPS) and main pipelines Kstovo-Yaroslavl-Kirishi-Primorsk (North Project) and JSC Transnefteproduct. In 2010, Primorsk Oil Terminal handled 77,540,300 million tons of exported crude oil, a 2-percent decline year-over-year.

Exports of diesel fuel through the port of Primorsk (Leningrad Oblast) in January-May increased by 18% from a year earlier to 2 million 458.9 thousand tons, the Port Authority said. In May, the volume of diesel fuel shipped through the Primorsk Oil Terminal dropped 11% to 446,800 tons.
