Klaipedos Nafta to be responsible for building LNG terminal
Klaipedos Nafta is to be responsible for building a liquefied natural gas (LNG) terminal in Klaipeda, by December, 2014, Baltic-Course reports.
The Klaipeda Seaport is to build necessary infrastructure and Lietuvos Dujos is to build a gas pipeline from Jurbarkas to Klaipeda, reports LETA/ELTA.
The Ministry of Energy on behalf of the government has proposed to give responsibilities for the project to such companies.
"Buying a ship with all the equipment has already passed one of its a first stages. We hope that the competition will be successfully completed and an agreement will be signed. Works of dredging the port and building a quay are also being designed. All the works concerning gas pipeline are being projected as well," Prime Minister Andrius Kubilius said.
Dredging of the port is planned to be started in autumn, after a study on environmental impact is ready.
Norwegian company Hoegh LNG won a public tender and is going to build a floating liquefied natural gas (LNG) storage tank containing gasification facility for Lithuania. Terms of lease are planned to be agreed on approximately in a month.
'We are going to rent a terminal for ten years and later we will get an opportunity to buy it out. A lessor as well will be a manager. Whoever rents a terminal to us, will commit himself to managing it for ten years. We will gain some experience during this period, and will be able to manage the ship when we take over its ownership," Rokas Masiulis, General Manager of Klaipedos Nafta, said.
It has been calculated that Lithuania could import a quarter of a total amount of gas used at present.

Klaipeda port cargo volumes up 4.5 percent to 2.9 mln tons

Freight flows passing through Klaipeda port handled in 2011 totaled 2,919,900 tons, a 4.5-percent gain year-over-year, the Port Authority said.


Shipments of liquid bulk cargo fell 1.4% from last year’s figure, to 925,200 tons, while handling of bulk cargo increased by 8.2% to 1,121,000 tons and general rose by 6.6 % to 873,700 tons.


The volume of fertilizers climbed by 1.2% to 728,700 tons, of petroleum products - to762,200 tons.
During the year the port handled 385,200 tons of rolling cargo (+10.9%), or 20,202 units.


Container traffic increased by 15.1% to 31,223 TEUs. Butinge terminal throughput declined by 25.1% to 600,500 tons.


In 2011, the port saw 486 ship calls, down 11.5% year-on-year and 20,644 passengers, 13.2% more than a year before.

State-run Port of Klaipeda, the northernmost ice-free port on the East coast of the Baltic Sea, is the largest Lithuanian transport hub, connecting sea and inland traffic lanes. Currently, there are 17 stevedores, shipyards, other companies operating at the port and providing ranged forwarding and logistics services. In 2010, Port of Klaipeda cargo throughput increased year-over-year by 10.9%, to 31.27million tons.

Port of Klaipeda traffic grows to over 36 mln tons in Jan-Dec

Year-to-date cargo traffic at the port of Klaipeda rose to 36.06 million tons as of December 27th, the Klaipeda State Seaport Authority said. The state-owned company expects annual throughput of the port may reach 36,500,000 million tons.

Klaipeda remains No 1 Baltic port
Klaipeda remained the number one seaport in the Baltic countries in terms of container handling in the first 10 months of this year, reported Baltic Business Daily.
TEU traffic in Klaipeda rose by 34.4 percent, year-on-year, to 324,700 units in January through October, the port’s authority said.
Year-on-year, TEU traffic in Riga rose by 20.2 percent, to 252,100 units; in Tallinn by 29 percent, to 163,800 units; and in Liepaja, by 91 percent, to 2,700 units.

Cheniere seeks partnership with Lithuanian LNG terminal
U.S.-based Cheniere Energy plans to export liquefied natural gas (LNG) by 2015 and hopes to take a stake in a floating LNG terminal in Lithuania, Reuters reports. The Baltic state, which joined the European Union and NATO in 2004, depends 100 percent on Russian gas supplies, and in a move to diversify it plans a floating terminal to handle 1.5-2.0 billion cubic metres of LNG per year.

"We expect to start (LNG export) operations by late 2015 ... and we have a high degree of confidence that we can meet these timelines, and look forward to continuing negotiations with Klaipedos Nafta to supply Lithuania with LNG," Helena Wisden, senior trading manager at Cheniere Energy said at a conference in Vilnius, Lithuania, on Thursday.

Lithuanian government-owned oil and gas company Klaipedos Nafta says it aims to lease a floating storage and regasification unit (FSRU) of at least 130,000 cubic metres of LNG under long-term contract or acquire it under a build-operate-transfer transaction.

Energy minister Arvydas Sekmokas said during the same conference that the government hoped to connect the LNG terminal to the grid in 2014.

Houston-based Cheniere Energy is planning to export U.S. LNG from its Sabine Pass terminal in Louisiana by 2015, and in October signed an $8 billion deal with Britain's BG Group , a leading LNG trader, under which Cheniere Energy will supply BG Group with gas to ship across the globe.

Sabine Pass will have an initial capacity to export 9 million tonnes per year, and plans to sell the LNG for 115 percent of U.S. benchmark Henry Hub prices, plus a premium ($2.25 for BG Group).

Wisden said at current prices an average-sized LNG cargo was worth $35 million.

Cheniere Energy said in May that it was considering taking a minority stake in Lithuania's LNG terminal, which is being developed by Klaipedos Nafta.

U.S. TO BECOME NET GAS EXPORTER

Cheniere's Wisden said that she expected the United States to become a net gas exporter by the middle of the decade, and that exports were the only way to sell the large amounts of gas produced in the country.

"Gas demand in the U.S. cannot keep up with production, and we see LNG exports as the only way to take all that gas," Wisden said.

Wisden said that around 15 percent of global LNG supply was now traded on spot markets (or 200 million tonnes a year).

"We expect that share to rise once the economy recovers," she said.

Lithuanian majority state-owned oil terminal Klaipedos Nafta has received three proposals to supply it with an offshore liquefied natural gas (LNG) terminal, the company said, Reuters reports. It has said it aims to lease a floating storage and regasification unit (FSRU) of at least 130,000 cubic metres of LNG under long-term contract or acquire it under a build-operate-transfer transaction.
Klaipedos Nafta, which is in charge of the project, said on Wednesday it would review the proposals and would invite those meeting the qualification requirements to hold negotiations.
The company did not disclose the names of three bidders.
U.S.-based Cheniere Energy , which wants to supply Lithuania with LNG, was reported in May to have expressed interest in taking a part in the Lithuanian terminal project.
The government hopes that the LNG terminal, estimated to cost about a billion litas ($400.3 million), would help to cut energy dependence on Russia’s Gazprom , now the sole supplier of gas to the Baltic state, and reduce prices it pays for gas.
The final deal on the FSRU procurement is expected to be signed by the end of the year.
