Please consider the possibility of making personal marks on the map (though they will not be global, you can store on your computer):

1. circle of a certain radius from a certain point / coordinate
2. three-four-or polygon (vertices with the specified coordinates)

Can you elaborate on what you use them for? It would greatly help in further understanding this request and its use.

Deposit and maintain all adjustments marine charts on your part is very difficult, and users will be able to make important marks on the charts by yourself. In my case, I will bear the label defined positions in the anchorage designed for cargo operations. It may be in the form of an additional layer.

An interesting idea.
Have you tried "Overlays -> OpenSeaMap Sea Marks"? You can use their tools to add new markers and areas (http://www.openseamap.org/) which will then also show up in ShippingExplorer and will be available to everyone in the world.
Is that an option for you? They offer much more specific things than we do.

Do you see your changes on map.openseamap.org ?

After you made changes to OpenSeaMap, you have to clear the cached files in your ShippingExplorer installation.
Delete the folders:
C:\Program Files\ShippingExplorer\cache\ol_oseam\
C:\Program Files (x86)\ShippingExplorer\cache\ol_oseam\
C:\Users\{yourname}\AppData\Local\Program Files\ShippingExplorer\cache\ol_oseam\
C:\Users\{yourname}\AppData\Local\Program Files (x86)\ShippingExplorer\cache\ol_oseam\
You probably only have one or two of those directories, depending on your system.

After you removed these folders, start ShippingExplorer again and see if the new map overlay is visible.
